Issue : %SYS-4-CHUNKSIBLINGSEXCEED: Number of siblings in a chunk has gone above

Cause : This is due to leaking within Crypto Request chunk. and to a commonly hit bug which can be viewed using by bug toolkit on CCO:

CSCtw80533 Memory leak due to crypto_allocate_ce_request

Solution : The fix for this is contained in 3.4.3S/15.1(3)S3 and later releases.
